Maine law does not turn every paid prize game into gambling. It requires consideration, a chance event outside the participant's control, and chance that influences the outcome in a way skill cannot eliminate. Prime Skill does involve paid Play and redeemable value. Its legal distinction is the third element: before a paid Play, the player can inspect the fixed next result, evaluate it and avoid it by not playing, changing game or stake, or cashing out.

That distinction must be real in the deployed machine. If the field build hides the information, changes the result after commitment, defeats the player's choice or enables automatic play, Prime Skill will not make the same Maine claim.

Prime will not ask a venue to rely on “other machines are already here.” Presence is not legality. A proposed Maine pilot must be one machine in a non-alcohol venue, use a fixed fee rather than revenue share, keep automatic play off and use an auditable Prime-controlled redemption process.

Venue staff must not pay prizes from the cash drawer, change settings, move the machine, market guaranteed winnings or describe it as state approved. The venue must complete local zoning, occupancy, fire/electrical, signage and business-permit checks. Any regulator or law-enforcement inquiry triggers shutdown and evidence preservation.
