In the exact Prime Skill LOGIC system, chance does not determine whether an award is granted. Each paid Play has a result fixed in advance. The player can identify it for free before committing, choose another game or stake, decline, or end the session. Those mechanics matter, but they do not authorize a cash-in, cash-redeemable kiosk in an ordinary California business.

The result is fixed before the player decides
Prime Skill maintains a separate list of 1,000 fixed results for each game and stake. Each has a persistent position. Before paid Play, Info shows values for X = A/B - C. This free calculation identifies the next fixed result.
The player can inspect, change game/stake, decline, or use Payout. After commitment the selected result does not change. Extra Game can provide skill recovery after a losing Play.

PC 330b also addresses value from an outcome unpredictable to the user. PC 337a reaches certain wagers involving skill/mechanical events. BPC 17539.1 addresses simulated gambling, including specified predetermined-prize and consideration models.
In Grewal, California's Supreme Court treated a predetermined sweepstakes network as an integrated operation where users did not know outcomes. Prime's free precommitment identification is different. No published California appellate decision located by Prime decides this exact mechanism.

CURRENT CALIFORNIA POSITION
Enforcement and venues
California uses seizure, injunction, criminal and unfair-competition remedies against slot-style systems. PC 335a has a 30-day recovery period after posted notice. Prime has found no official approval for its exact system.
Prime is not offering paid placement, cash acceptance, redeemable play or payout in an ordinary California venue. A local license, venue contract, bank, processor or technical report does not authorize operation. Alcohol venues also face ABC discipline.
A specific tribal gaming relationship may be possible only under the compact, tribal licensing and technical approval. None is claimed today.

Any lawful implementation must identify who holds cash, issues credits, owes redemption, protects balances and performs tax/AML duties. Financial-provider approval is not gambling-law approval. Private banking/security/source details are not published.
