MAINE • EXACT-BUILD LEGAL POSITION

# Prime Skill LOGIC gives Maine players a known result before each paid Play

Prime Skill's Maine position starts with the rule Maine actually wrote. A paid game is a “game of chance” only when chance affects the outcome in a way skill cannot eliminate. In the reviewed Prime Skill LOGIC configuration, the next result is fixed, inspectable and avoidable before each paid Play. Chance does not determine whether the award is granted.

Prime's reading of Maine law follows those exact mechanics. The Maine analysis ties every field decision to a build, venue and set of operating controls that match the evidence described on this page.

Maine law does not turn every paid prize game into gambling. It requires consideration, a chance event outside the participant's control, and chance that influences the outcome in a way skill cannot eliminate. Prime Skill does involve paid Play and redeemable value. Its legal distinction is the third element: before a paid Play, the player can inspect the fixed next result, evaluate it and avoid it by not playing, changing game or stake, or cashing out.

That distinction must be real in the deployed machine. If the field build hides the information, changes the result after commitment, defeats the player's choice or enables automatic play, Prime Skill will not make the same Maine claim.

EXACT MECHANICS

## Exact mechanics in plain English

- 01

### Each game and stake combination has its own list of 1,000 results

- 02

### The next result is already fixed before the player presses paid Play

- 03

### The player can inspect the next result without paying

The player can open the free `Info/?` screen and use `X = A/B − C` to identify the next result. X equals A divided by B, minus C

- 04

### The player chooses what to do before payment

Before paying, the player can proceed, change game, change stake or request payout.

- 05

### The result remains unchanged after commitment

- 06

### Changing game or stake does not consume the result left behind

- 07

### Payout closes the local play state

Payout ends the local play state and resets local lists; server records remain for audit.

- 08

### Automatic multi-play is outside the Maine position

Maine's proposed configuration keeps `AUTO_START` off.

The system accepts cash, converts it to credits and can provide redeemable value. Those facts are disclosed. The legal issue is whether chance awards the value. Prime Skill's exact-build position is that it does not.

DIRECT COMPARISON

## Ordinary slot versus exact Prime Skill

| Question | Ordinary chance-based slot/device | Exact Prime Skill position |
| --- | --- | --- |
| What determines the next paid outcome? | Chance at or after play | Result fixed before paid Play |
| Free inspection of next result? | No | Yes, `Info/?` and `X = A/B − C` |
| Can skill eliminate chance before payment? | No | Yes, inspect, avoid, switch or cash out |
| Post-commit change? | Chance event may occur at play | No post-commit result change |
| Automatic repeated play in Maine? | Often | No; `AUTO_START: OFF` |
| Cash, credits and prize value? | Yes | Yes; not the claimed distinction |

Visual themes, reels and jackpots can look familiar. Maine's definitions turn on how the award is determined, not a label or visual theme. The field machine must still prove that its mechanics match.

WHY PRIME IS DIFFERENT

## The Maine position follows the decision before paid Play

01

### The decision happens before the paid Play

Prime does not ask a player to pay and then hope a random event produces an award. The player can inspect the already-fixed next result first.

02

### Avoidance remains a real player choice

The player is not forced to consume an unfavorable result. The player may leave it on that game/stake list, move elsewhere or cash out.

03

### The system preserves an audit trail

The evidence plan preserves list, information, commitment, outcome and payout events so the legal claim can be tested against operation, not just marketing.

04

### Maine wrote an elimination-of-chance test

Maine asks whether chance affects the outcome in a way that **cannot be eliminated through skill**. Prime's position is built around that exact text.

ADVERSE THEORY: NOT ESTABLISHED PRODUCT FACT

## Maine-specific adverse history

Maine has long targeted “gray machines” that accept value and provide credits redeemable for cash. A 1995 Superior Court decision involving tournament video poker led the Legislature to replace the old “material degree” test with today's elimination-of-chance language. That history is not ignored.

Prime's distinction is not a small skill feature attached to a random award. Its position is that the exact next paid result is fixed, inspectable and avoidable before commitment. No reported Maine appellate decision identified here has approved this exact system. The state can disagree, investigate and seek seizure; operation therefore remains evidence-gated.

EXACT LEGAL AND OPERATING STATUS

## CONDITIONAL, NOT YET OPERATING

Prime has a defensible Maine game-of-skill position for the exact mechanics with `AUTO_START: OFF`. Maine has not approved, licensed, certified or endorsed Prime Skill. A commissioned technical review is evidence of reviewed mechanics, not legal authorization. Before operation, Prime requires exact field-build identity, full-session proof, venue controls, local permits, tax treatment and federal shipping analysis.

If Maine classifies the device as game of chance or slot, Prime will not pursue ordinary-venue operation through the costly regulated casino route. That route is commercially rejected.

EVIDENCE BOUNDARIES

## The position depends on the exact build

- Technical evidence concerns Kiosk Server 1.9.8 with baseline Kiosk UI 1.13.0, Dealer 1.3.5 and Platform 1.8.1.

- A commissioned NFA report supports specified mechanics. It is not Maine approval or legal certification.

- A future field machine must match; that match is not yet established.

- Active-session deposit/reset has a documented conflict requiring exact-build resolution.

- First-three and Extra Game claims are narrower than a general guarantee and need separate runtime proof.

- `AUTO_START: ON` is outside this Maine position.

FOR VENUE OWNERS

## Maine venue evaluation begins only after the evidence gate

Prime will not ask a venue to rely on “other machines are already here.” Presence is not legality. A proposed Maine pilot must be one machine in a non-alcohol venue, use a fixed fee rather than revenue share, keep automatic play off and use an auditable Prime-controlled redemption process.

Venue staff must not pay prizes from the cash drawer, change settings, move the machine, market guaranteed winnings or describe it as state approved. The venue must complete local zoning, occupancy, fire/electrical, signage and business-permit checks. Any regulator or law-enforcement inquiry triggers shutdown and evidence preservation.

No machine may be placed or activated based on this page alone.

FAQ

## Maine FAQ

###

No. Maine has not approved, certified or endorsed Prime Skill. This page states Prime's exact-build legal position and limits.

###

Prime's position is no. Maine's slot definition requires value delivered by the element of chance. The next result is fixed, inspectable and avoidable before paid Play. Maine may challenge that position, and no identified appellate case has decided this exact system.

###

Yes. Cash, credits and redeemable value are disclosed. The disputed element is how the award is determined.

###

The player uses free Info/? values and X = A/B − C to identify the next fixed result, then chooses to play, switch or cash out.

###

The position depends on a real pre-Play skill choice; it does not claim every user exercises it every time. Repeated-play behavior and Info usability are evidence-gated. Automatic play is off.

###

Each combination keeps its own list. Moving away does not consume the next result left behind.

###

Documented mechanics say payout zeroes the local balance and resets local lists while server records remain. The field build must prove it.

###

No. Prime promises no win, profit, return, immunity from loss or absence of enforcement.

###

Not under the recommended entry plan. The first proposed pilot is non-alcohol.

###

Not in the recommended pilot. Revenue share strengthens an adverse profit-from-gambling claim.

###

The Maine position covers AUTO_START OFF.

FINAL REVIEW

## Evaluate the mechanics, not the label

Review the exact Maine statutes and pre-Play path. Venue evaluation begins only after Prime completes the field-build, operating and local-permit gate.
